Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government, that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.

Job Summary:

The Finance Assistant is responsible for performing a variety of accounting and financial duties to support FHI 360’s programs in Haiti. This includes working with local and donor-funded budgets, processing financial transactions, preparing expenditure reports, and ensuring compliance with internal policies, Haitian laws, and donor regulations. The Finance Assistant will report to the Associate Director, Finance & Operations and support the Grants Officer in reviewing subawards/local partners financial, ensuring compliance with subaward agreements, resolving discrepancies, and maintaining accurate documentation. The Finance Assistant applies established procedures and supports the AFG with day-to-day financial operations.

Accountabilities:

● Prepare and monitor monthly expenditures for the country office and project budgets by analyzing financial data and generating reports for internal and external stakeholders.

● Ensure compliance with FHI 360 policies, Haitian regulatory requirements, and USG rules and regulations.

● Maintain complete and accurate financial records to support audits, donor reporting, and

internal reviews

● Review and process vendor and consultant invoices, travel advances, and expense reports, verifying accuracy and completeness of supporting documents.

● Enter and process financial transactions in the organization’s accounting system in a timely and accurate manner.

● Support month-end close activities, including reconciliations, adjustments, and preparation of month-end reports.

● Prepare monthly bank reconciliations.

● Works with project leaders to resolve problems associated with monthly expenditures and project budgets.

● Track subaward financial reports with the Grants Officer, ensuring timely submission, review, and follow-up in line with subaward agreements.

● Ensure the physical and digital classification of accounting documents and financial documents.

● Perform other related duties as assigned.

Applied Knowledge & Skills:

● Strong knowledge of accounting principles (including GAAP) and financial management practices.

● Knowledge of accounting software (e.g., QuickBooks, SAGE, SAP) and Microsoft Excel (Requirement).

● Working knowledge of general office practices and administrative procedures.

● Excellent oral and written communication skills.

● Excellent quantitative and analytical skills.

● Strong critical thinking and problem-solving skills.

● Demonstrated spreadsheet and database software skills.

● Ability to handle complex and confidential information with discretion.

● Ability to work well with others and verify and analyze financial data, identify errors and prepare reports.

● Ensures accuracy and integrity of financial documentation.

Supervision Given/Received:

● Has no supervisory responsibility.

● Reports to the Associate Director, Finance & Operations.

Education: **

● Associate’s degree in accounting, Finance, Business Administration, or related field

preferred.

Experience: **

● Minimum of 3 years of experience in accounting or finance.

● Experience working with USG funds or other donor-funded projects is a plus.

● Articulate, professional and able to communicate in a clear, positive manner with staff and the different stakeholders.

● Fluency in French and Haitian Creole; working knowledge of English is desirable.

Typical Physical Demands:

● Typical office environment.

● Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

● Ability to sit and stand for extended periods of time.

● Ability to lift/move up to 5 lbs.

Technology to be Used:

● Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

Less than 10%
