Title: Grants Manager
Report to: Senior Manager Finance and Operation
Location Dhaka, Bangladesh

This position is contingent upon funding from the Department of State.
Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Key Reponsibilities:
Grants Administration
- Lead end-to-end sub-award management processes, including solicitation, review, selection, negotiation, and execution of subawards.
- Conduct risk assessments and pre-award due diligence of potential sub-recipients using standardized tools and processes.
- Draft, issue, and amend grant agreements ensuring compliance with USG rules and FHI 360 policies.
- Monitor grant expenditures and subrecipient performance through regular desk reviews, site visits, and reporting.
- Manage subrecipient reporting calendars, ensuring timely and complete submission of technical and financial reports.
- Coordinate grant modifications, extensions, or close-outs as necessary.
- Maintain and update a comprehensive grants tracker with all relevant documentation and status updates.
Compliance and Risk Management
- Ensure all grants and partner activities are implemented in compliance with USG regulations (e.g. 2 CFR 200), FHI 360 policies, and national laws.
- Develop tools and procedures to support consistent and compliant subaward administration.
- Monitor risk and implement mitigation measures for subawards in collaboration with Finance, Program, and Compliance units.
- Provide support during internal and external audits and implement follow-up actions to address audit findings.
- Provide tailored capacity-building support to local sub-partners in financial management, reporting, compliance, and documentation.
- Conduct regular training sessions and on-site coaching for subawardees to improve internal systems and reporting.
- Facilitate joint planning and budget reviews with partners to align technical plans with financial and compliance standards.
Program Coordination and Reporting
- Collaborate with program and technical staff to ensure alignment between grant mechanisms and activity implementation.
- Participate in grant review committees, technical meetings, and partner coordination forums.
- Contribute to the development of donor reports, annual work plans, and performance monitoring plans by providing subaward information and updates.
- Coordinate with Strategic Information, Finance, Procurement, and Technical teams to ensure integrated support to partners.
Qualifications and Experience
Education
Master’s degree in Finance, Business Administration, Public Administration, International Development, or related field. Equivalent combination of education and experience may be considered. And preferred the area: Certified Public Accountant (CPA)/ Chartered Accountant (CA)/ Certified Management Accountant (CMA)/ certified Internal Auditor (CIA)
Experience
- At least 7-9 years of experience in grants management or contracts administration, preferably under USG-funded projects under and 4-5 years of working experience in managerial role of said field.
- Proven experience with sub-award management including design, implementation, compliance monitoring, and close-out.
- Demonstrated ability to manage multiple partners and a complex grants portfolio across technical areas such as health security, risk communication, and maternal/child health.
- Experience providing capacity building or technical assistance to local NGOs or community-based organizations.
Skills and Competencies
- Solid understanding of USG regulations and donor compliance.
- Strong analytical, financial monitoring, and problem-solving skills.
- Excellent coordination, interpersonal, and communication skills.
- Proven ability to train and mentor partners and junior staff.
- Detail-oriented, with strong organizational and documentation abilities.
- Proficiency in Microsoft Office and grants management systems (e.g., Salesforce, SharePoint, or similar platforms).
- Fluent in English and Bangla, both written and oral.
- Based in Dhaka with regular travel to project implementation sites and sub-partner offices across Bangladesh (up to 30%).
