Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.

Job Summary:

The Associate Director of Safety and Security and Safety is responsible for overseeing the strategic, operational, and day-to-day safety and security risk management of the organization's operations in Haiti. This position provides expert guidance, capacity strengthening, and direct support to field and senior leadership teams to ensure safe access, duty of care, and operational continuity in a complex humanitarian environment. The role ensures the effective implementation of global and local safety frameworks, contextual risk analysis, and mitigation planning across all sites. The post-holder plays a critical leadership role in shaping risk posture, enabling programming, and responding to dynamic threats, including criminality, civil unrest, gang activity, and natural disasters.

Accountabilities:

Strategic Risk Management

  • Leads the design, implementation, and review of the country-wide security risk management strategy, aligned with organizational policies and evolving threat landscapes.

  • Maintains an up-to-date context and threat analysis, including forecasts on trends affecting staff safety, humanitarian access, and duty of care.

  • Acts as a senior advisor to the Country Director and SMT on security risk tolerance, scenario planning, and crisis preparedness.


Operational Oversight

  • Provides daily oversight and coordination of safety and security operations across all bases, sub-offices, and program sites.

  • Monitors and evaluates the effectiveness of risk mitigation measures, SOPs, and contingency plans, adjusting them in response to changing contexts.

  • Leads investigations of security incidents, produces after-action reviews, and embeds learning into systems and practice.


Staff Capacity Building & Training

  • Leads the design and delivery of context-specific security training for staff and partners, including personal safety, movement protocols, and incident response.

  • Builds a strong safety culture by mentoring field focal points and reinforcing compliance with core safety policies and ethical risk behaviors.

  • Supports onboarding of new staff with safety inductions and area briefings.


Humanitarian Access & Stakeholder Engagement

  • Guides operational teams on secure and principled humanitarian access negotiations, movement planning, and risk-adjusted programming.

  • Builds and maintains critical relationships with security actors, including UNDSS, INSO, INGO consortia, local authorities, and community leaders.

  • Leads engagement in security coordination mechanisms and contributes to inter-agency early warning systems.


Crisis Management & Incident Response

  • Serves as Security Lead during incidents, overseeing incident management protocols and business continuity measures in high-risk or deteriorating environments.

  • Develops and tests crisis response plans, mass evacuation procedures, and relocation strategies.

  • Acts as a key contributor to the country business continuity and emergency response framework.


Compliance and Governance

  • Ensures alignment with donor security compliance requirements and internal audit recommendations.

  • Leads periodic risk assessments and security audits, producing actionable reports and tracking follow-up.

  • Supports anti-fraud and misconduct investigations where safety concerns are implicated.

Applied Knowledge & Skills:

  • Proven ability to assess and manage safety risks in conflict-affected or politically unstable environments.

  • Deep knowledge of NGO risk management frameworks, humanitarian principles, and duty of care responsibilities.

  • Strong interpersonal skills and ability to influence, advise, and support senior leadership and field teams.

  • Skilled in negotiation, scenario planning, contingency development, and crisis leadership.

  • Experience in facilitating security trainings, simulations, and briefings to multicultural audiences.

  • Working knowledge of security risk management in urban gang-controlled environments and post-disaster contexts is a strong asset.

  • Proficiency in written and spoken French and/or Haitian Creole preferred; English fluency required.

Problem Solving & Impact:

  • Navigates complex, high-stakes operational environments with conflicting priorities and tight timelines.

  • Plays a key role in ensuring safe delivery of programming, managing threats to staff and assets, and minimizing reputational or legal risks.

  • Provides sound judgment during fast-evolving emergencies, balancing humanitarian needs with staff protection.

  • Recommends and operationalizes security risk thresholds in coordination with programming and senior management.

Supervision Given/Received:

  • Reports directly to the Project Director and/or Country Representative and serves as the principal security advisor to senior leadership.

  • May serve as line manager for Safety and Security Officers based in Port-au-Prince and key field locations.

  • Provides technical oversight and guidance to Heads of Field Offices and Area Managers on safety and access risk management.

  • Functions independently within established frameworks and exercises high-level judgment on strategic and operational security matters across the country.

Education

  • Bachelor's degree in security studies, international affairs, crisis management, or a related field required; Master's preferred.

Experience:

  • Minimum 10 years experience in security risk management, with at least 5 in a senior role in high-risk humanitarian settings.

  • Strong track record in leading safety and security operations in fragile contexts, ideally in the Caribbean or Central America.

  • Experience engaging with USAID, UN, ECHO, and other donors on compliance, risk thresholds, and access constraints.

  • Certified in HEAT, hostage survival, or security risk management preferred.
