Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
** The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Strong preference for Haitian national candidates.
Job Description
FHI 360 is seeking applications for the position of Technical Advisor, Community HIV Treatment, for EpiC Haiti project. The EpiC Community HIV Treatment will provide technical leadership to the Haiti EpiC project. The primary responsibility of the Community HIV Treatment Advisor is to ensure successful implementation of the community elements of the EpiC work plan and achievement of the project’s targets and goals. The EpiC Community HIV Treatment Advisor provides technical oversight and assistance to the project in the community aspects of the EpiC program related to the following:
HIV lifesaving care and treatment among adults, youth and children living with HIV to accelerate achievement of the second and third 95, with a priority focus on restarting HIV treatment for those experiencing interruption in treatment (IIT).
Advanced HIV disease (AHD) and other co-morbidities among adults and youth living with HIV
HIV prevention, including PrEP, for pregnant and breast-feeding women and their partners, PMTCT and Early Infant Diagnosis (EID).
HIV case detection among adults, youth and children to accelerate achievement of the first 95.
health management systems, commodity management and planning for program transition
He/she will ensure that interventions are evidence-based, community-driven and will contribute to the deliverables in the EpiC implementation plan. This position is critical for the development of quality and evidence-based approaches for comprehensive management of HIV, TB, and STI cases, including HIV treatment initiation and continuity of treatment activities. This position will report to the HIV Senior Clinical Advisor who will have oversight of all technical and community components of the work plan.
Position Responsibilities
Responsible for the development, implementation and oversight of community HIV treatment activities in the annual EpiC work plans.
Supervises and provide community HIV treatment guidance and mentorship to the EpiC Haiti team providing technical assistance on project design, implementation and monitoring of community HIV treatment and adherence support models including drug distribution points (DDPs), MMD, early refills, home delivery, other differentiated service delivery (DSD) models, support groups, peer navigation and digital/online strategies to support continuity of HIV treatment.
Works with health facilities, the Government of Haiti (GOH) and community organizations tosupport MMD, SDART, DSD, case detection, PMTCT and EID at the facility and community level by providing technical assistance.
Provides technical and programmatic expertise on how to maximize chance of adherence during HIV treatment initiation restarting HIV treatment, continuity of treatment, education on viral load and AHD activities for PLHIV at the community level. Provides technical and programmatic expertise around community level activities to support HIV prevention (including PrEP) for pregnant and breastfeeding women, PMTCT, EID , index testing ,and case detection.
Works with the Government of Haiti (GOH) to ensure quality of HIV treatment services for PLHIV, PMTCT, EID and monitoring of HIV exposed infants.
Ensures high quality standard operating procedures for community HIV treatment contextualized to the Haiti environment.
Oversees production of timely and accurate technical reports to FHI 360 and USAID as required.
Contributes to the achievement of high-quality results in accordance with the community-related targets identified in the work plan and Performance Monitoring and Evaluation Plan.
Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
Contributes to work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensure appropriate program monitoring and reporting.
Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with EpiC to ensure that activity timeframes and budgets are met, and products are reviewed and finalized.
Demonstrate skills and competency in using of the PLR and Radar platforms for identification and tracking and return to care of IIT patients
Be able to provide coaching and mentoring to community outreach nurses and community health workers on ine listing and tracking of IIT patients
Have mastery over important educational topics conveyed during viral load classes, support group meetings
Demonstrate supervisory and leadership skills when it comes to interacting with Sub-partner counterparts and other key relevant staff
Minimum Qualifications:
Master’s degree or its international equivalent in public health, community nursing, medical laboratory sciences or other relevant disciplines is preferred, with at least 8 years’ work experience, or a Bachelor’s in similar field with 10 relevant years of experience.
A minimum of 5 years’ experience in HIV care and treatment, case detection, AHD, PMTCT and EID experience. An equivalent combination of education and experience will be considered.
A minimum of 2 years’ experience supporting or implementing community HIV treatment and adherence support models in Haiti, including drug distribution points (DDPs), MMD, home delivery, other differentiated service delivery (DSD) models, support groups, peer navigation and digital/online strategies to support continuity of HIV treatment.
Knowledge of health and development programs in Haiti including familiarity with the Haiti public health sector, national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision.
Experience working with health facilities and community partners to plan and implement clinical and community HIV treatment programs.
Experience in technical capacity building and supervision of sub-partners, especially those working with PLHIV.
Previous experience working with USAID or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.
Proven skills in mentoring, leadership and networking.
Excellent report writing, analytical and communication skills, including oral presentation skills.
Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.
Ability to meet deadlines with strong attention to consistency, detail, and quality.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Haiti.
Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
Ability to travel within country or region and internationally if needed.
Fluency in French, Haitian Creole. Advanced English preferred.
