Projject Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
Job Description
The Finance Officer will support the EpiC Haiti Associate Director (AD) for Finance & Operations in all financial management, administration and other operational functions of the project. S/he will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USG and FHI 360 policies, procedures and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Haiti country office to ensure application of FHI 360 and USG regulations, policies and practices.
** The position will be based in FHI 360’s office Port-au-Prince. Strong preference for Haitian national candidates.
Job Responsibilities
Prepare and review activities budgets, pipeline reports, and budget for compliance with USAID/EpiC and FHI 360 standards.
Prepare monthly financial pipeline and other reports for submission in accordance with EpiC directives.
Support the timely closure and submission of monthly financial and accounting reports and any other specifically required financial reports, such as quarterly pipelines to HQ
Perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.
Support the development of national and regional-level budgets for program activities, working closely with finance and program staff in the regions.
Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
Assist regional finance and grants staff to correctly interpret and apply FHI 360, USAID, and EpiC policies, systems, and regulations related to finance and budget management.
Review sub-awardee monthly financial reports and conduct scheduled financial review visits.
Assist in communicating with the bank on all issues related to the project, including bank account balances, check book requests, bank statements etc.
Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
Coordinate with the Associate Director, Finance & Operationsfor audits and assist in ensuring that the audit recommendations are effectively implemented.
Review and perform spot checks and reconciliation for petty cash per FHI 360 and client requirements
Support procurement for project, including reviewing vendor selection analyses from and ensure adherence to procurement requirements
Review payments to ensure documentation and process are in line with FHI 360 cost principle requirements
Review accounting transactions to ensure costs are charged to correct codes before releasing them to the accounting system
Ensure timely process and payments to all statutory payments as per law of the land and FHI 360 policies and procedures
Education Qualification/ Skills & Experience
Bachelor’s Degree in Finance, Accounting or Business Administration with 8+ relevant experience or Masters in similar field with 5+ relevant years of experience. CPA, ACA or any other relevant professional qualification is desirable.
Demonstrated experience in financial management and reporting, grants management, budget development skills for USAID-funded projects and general ledger skills.
Good analytical, numerical and problem-solving skills.
Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
Ability to develop effective work plan and priorities to meet business objectives.
Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures.
Demonstrated expertise in building effective relationship with key stakeholders.
Familiarity with Haiti public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Haiti is highly desirable.
Cultural sensitivity and sound understanding of the needs of vulnerable populations.
Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
Ability to interpret financial and other quantitative information and reports.
Good report writing and documentation skills.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
Ability to travel within country or region and internationally if needed.
Fluency in French, Haitian Creole required; Advanced English preferred.
