Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.


Job Summary

The Associate Director (AD), Finance & Operations, will be responsible for the overall financial management and administration of the EpiC project in Haiti. He/she will ensure compliance with FHI 360 and USAID financial and accounting procedures, rules and regulations; will lead budget development, financial reporting, monitor program expenditures; and maintain financial filing systems. S/he will be responsible for sub-award management, monitoring and compliance and will provide capacity development and technical support to sub-recipients to strengthen their grant management systems and ensure strong management of sub-agreements. The position will provide guidance, monitoring and support to the project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory. S/he will ensure that USG resources are appropriately directed to project priorities and are in line with project work plans. This position will also oversee administrative procedures for the project and ensure program actions are in compliance with USG and FHI 360 regulations including procurement, travel, human resources and other administrative policies. S/he will work closely with FHI 360 country, regional and HQ offices to monitor and ensure the financial health of the project and to prepare internal and external reports and deliverables.

** The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Strong preference for Haitian national candidates.

Job Responsibilities

  • Budget development and financial reporting, monitor program expenditures, and maintain financial filing systems.

  • Conduct revenue forecasting and regular, accurate financial pipeline analyses and prepare monthly financial reports for internal analysis and tracking purposes, to be reviewed with Haiti Senior Management Team and EpiC HQ.

  • Regularly review the status of project funds and prepares monthly cash requests

  • Oversee sub-award management, monitoring, and compliance and will provide capacity development and technical support to sub-awardees to strengthen their grant management systems and ensure robust management of sub-agreements

  • Review all payment requests and the appropriateness, accuracy, completeness, and proper coding of all expenditures according to FHI360 policies.

  • Post transactions in the FHI360 financial accounting system.

  • Work with Business Services at HQ to maintain legal status in the country (registration/renewals), meet statutory reporting requirements, and mitigate any legal risks (leases, contracts, etc.)

  • Develop EpiC Haiti procurement plan and oversee proper procurement procedures for supplies and equipment.

  • Provide guidance, monitoring, and support to project team, including procurement of goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management, and maintenance of office inventory.

  • Assist in liaising with internal and external auditors to review project financial management

  • Work closely with EpiC Project Director in Haiti and Headquarters staff to monitor and ensure the project's financial health and to prepare internal and external reports and deliverables.

  • Ensure that all office operational functions ("enterprise services") are effectively coordinated. This includes finance and accounting, travel, logistics, administrative support, human resources, contracts and grants (C&G), and ICT functions.

  • Supervise and mentor a team supporting logistics, subaward management, travel, finance, administration and other operations functions including staff in regional offices;

  • Support EpiC Haiti team in building and maintaining strong relationship with donors, partners, and other stakeholders.

Education Qualification/ Skills & Experience

  • Bachelor’s level degree in Accounting or Finance or related field or equivalent required.

  • Certified Public Accountant (CPA) or any other relevant professional certification/qualification is a plus.

  • Minimum of 8+ years of accounting, operations, and financial management of large-scale, international development assistance programs; An equivalent combination of education and experience will be considered, including a relevant master's degree or PhD in lieu of some professional experience.

  • 5+ years of relevant experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting, preferably on international health projects;

  • Demonstrated experience with USG cost principles, including PEPFAR regulations, GAAP accounting rules, and grants contract management; including prime award and subaward management

  • Demonstrated experience and skills in developing and managing large budgets, in overseeing month-end close-out tasks, cash requests, labor, and shared cost allocation.

  • Experience developing and/or implementing finance and accounting policies, procedures, and systems;

  • Experience developing and/or implementing office administrative policies, procedures, and systems

  • Proficiency in relevant computer applications and databases;

  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.

  • Familiarity with the Haiti public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Haiti is highly desirable.

  • Effective client relationship management and stakeholder relationship management skills, including creating and maintaining effective working relations with sub-recipients, strategic partners, international donor agencies, and staff at various levels/offices within FHI 360.

  • Capable of working in both direct and matrixed reporting relationships as well as accomplishing goals under broad direction in an independent manner.

  • Strong problem solving, organizational, multi-tasking, and time management skills, with the ability to work to tight deadlines.

  • Successful experience supervising and coaching finance and operations staff and fostering a positive team environment.

  • Ability to travel within country or region and internationally if needed.

  • Fluency in French, Haitian Creole and English
