Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.

** The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Strong preference for Haitian national candidates.

Job Description

FHI 360 is seeking applications for the position of Senior Technical Advisor (Clinical Services) for the EpiC Haiti. The EpiC Senior Technical Advisor (Clinical Services) is a senior member of the EpiC staff in Haiti and will provide technical leadership to the Haiti EpiC project. The primary responsibility of the Technical Advisor (Clinical Services) is to ensure successful implementation of the clinical elements of the EpiC work plan and achievement of the project’s targets and goals. The EpiC Senior Technical Advisor (Clinical Services) provides technical oversight and assistance to the project in the clinical aspects of the EpiC program related to the following:

  • HIV lifesaving care and treatment among adults, youth and children living with HIV to accelerate achievement of the second and third 95, with a priority focus on restarting HIV treatment for those experiencing interruption in treatment (IIT).

  • Advanced HIV disease (AHD) and other co-morbidities among adults and youth living with HIV

  • HIV prevention, including PrEP, for pregnant and breast-feeding women and their partners, PMTCT and Early Infant Diagnosis (EID).

  • HIV case detection among adults, youth and children to accelerate achievement of the first 95.

  • health management systems, commodity management and planning for program transition

He/she will ensure that clinical efforts are evidence-based, community-driven and will contribute to the deliverables in the EpiC implementation plan. This position is critical for the development of quality and evidence-based approaches for the clinical support of HIV, TB and STI services, including HIV treatment initiation and continuity of treatment activities. This position will report to the Project Director who will have oversight of all technical components of the work plan.

Position Responsibilities

  • Responsible for the development, implementation and oversight of clinical activities in the annual EpiC work plans.

  • Supervises and provide clinical guidance and mentorship to the EpiC Haiti team providing technical assistance on project implementation.

  • Provides technical and programmatic expertise around HIV treatment, continuity of treatment, viral load and AHD activities for PLHIV, HIV prevention (including PrEP) for pregnant and breastfeeding women, PMTCT, EID and case detection.

  • Works with the Government of Haiti (GOH) to ensure quality of clinical care and services for PLHIV, pregnant and breastfeeding women and HIV exposed infants.

  • Ensures high quality standard operating procedures for clinical care contextualized to the Haiti environment.

  • Oversees production of timely and accurate technical reports to FHI 360 and USAID as required.

  • Assists in assuring that commodities such as ARVs, HTS test kits, TB drugs and TB diagnostics, STI test kits, and STI drugs are available on a consistent basis at all clinical service provision facilities.

  • Works with health facilities, the GOH and community organizations to support MMD, SDART, DSD, case detection at the facility and community level by providing technical assistance.

  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.

  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

  • Contributes to work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensure appropriate program monitoring and reporting.

  • Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with EpiC to ensure that activity timeframes and budgets are met, and products are reviewed and finalized.

Minimum Qualifications:

  • Masters’ level degree in Public Health or related field or equivalent.

  • At least 12 years or more of demonstrated technical expertise, with substantial HIV care and treatment, AHD, case detection, PMTCT and EID experience. An equivalent combination of education and experience will be considered, including a relevant PHD lieu of some professional experience.

  • At least 5 years of demonstrated excellence in a technical advisor and leadership position, preferably in an international development context.

  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.

  • Knowledge of processes for developing and implementing HIV prevention, care, and treatment programs in Haiti.

  • Design, implementation, and management of public health/international development programs funded by USAID.

  • Knowledge of PEPFAR programming and reporting.

  • Proven skills in mentoring, leadership and networking.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Haiti.

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

  • Experience working with health facilities and community partners to plan and implement clinical HIV programs.

  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.

  • Experience of establishing strong working relationships with colleagues from different organizations and cultures.

  • Experience identifying, designing and brokering public-private partnerships.

  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

  • Ability to travel within country or region and internationally if needed.

  • Fluency in French, Haitian Creole and English
