Project Background:
The Solomon Islands Senior Secondary Education Improvement Project, funded by the Asian Development Bank (ADB), aims to enhance the quality, relevance, and gender-responsiveness of senior secondary education (Years 10-12) to support a climate-resilient economy. With the Solomon Islands facing growing vulnerability to climate change and natural disasters, the project supports curriculum reform to equip students with practical skills and knowledge for adaptive livelihoods and sustainable development. The project includes the modernization of curricula, improvement of assessment practices, development of teaching and learning materials. MEHRD (Ministry of Education and Human Resource Development) is the implementing agency, working in close partnership with development stakeholders and consulting teams.

Position Summary:
The National Piloting, Testing, Monitoring and Evaluation (M&E) Planning Officer will play a central role in supporting the effective implementation and continuous improvement of the newly developed senior secondary curriculum. This position is responsible for helping to design and coordinate the piloting and field-testing of curriculum materials and teaching and learning resources (TLMs), ensuring that they are contextually appropriate, functional, and responsive to the needs of students and teachers in the Solomon Islands. The officer will work closely with MEHRD and school stakeholders to organize and oversee trial activities in selected pilot schools.

In addition to piloting, the M&E Planning Officer will support the development and implementation of a monitoring and evaluation framework that tracks the progress, outcomes, and impact of curriculum reform efforts. This includes contributing to the design of feedback tools and data collection instruments, coordinating data gathering from teachers and learners, and assisting in the analysis and reporting of results. The officer will ensure that the insights gained from pilot testing are systematically incorporated into curriculum revisions and inform broader implementation planning.

The role also involves close collaboration with the curriculum development team, MEHRD officials, and teachers to promote a culture of learning, adaptation, and accountability. By facilitating participatory feedback mechanisms and supporting the documentation of lessons learned, the M&E Planning Officer will help build national capacity for evidence-informed decision-making in curriculum reform. Their work will be critical in ensuring that the final curriculum products are both high-quality and fit-for-purpose in the Solomon Islands’ educational context.

Key Responsibilities:

  • Develop comprehensive M&E framework for Workstream 4 activities
  • Design pilot testing methodology and implementation plans
  • Establish baseline indicators and targets
  • Create data collection tools and protocols
  • Coordinate pilot testing activities across selected schools
  • Supervise data collection processes
  • Monitor implementation progress against established indicators
  • Provide technical guidance to local M&E staff
  • Conduct training workshops on M&E methodologies
  • Develop M&E capacity building materials
  • Mentor local staff in data collection and analysis
  • Transfer knowledge and skills to national counterparts
  • Analyze pilot test results and evaluation data
  • Prepare periodic monitoring reports
  • Document lessons learned and best practices
  • Develop recommendations for project improvements
  • Liaise with other workstream specialists and project stakeholders
  • Participate in project coordination meetings
  • Present findings to key stakeholders
  • Contribute to project progress reports

Required Qualifications:

  • Advanced degree (Master's or higher) in Education, International Development, Monitoring and Evaluation, or related field
  • Minimum 8+ years of experience in education project monitoring and evaluation, preferably in the Pacific region
  • Proven track record in designing and implementing M&E frameworks for large-scale education projects
  • Strong knowledge of pilot program design and implementation
  • Excellent data analysis and statistical skills
  • Demonstrated experience in capacity building and training
  • Strong communication and report writing skills in English
  • Experience working in developing country contexts, preferably in the Pacific
