The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC operates in more than 60 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.

In Papua New Guinea (PNG), EpiC has expanded its efforts to include HIV, Global Health Security (GHS), and Liquid Oxygen (LOX) Systems Development. Therefore, FHI 360 is seeking a qualified individual for the following position:

Chief of Party (COP), Papua New Guinea

The Chief of Party (COP) for the EpiC PNG portfolio will provide overall leadership, management, and strategic direction for the EpiC projects in Papua New Guinea. The COP will oversee the implementation of the EpiC HIV Program, the EpiC PNG GHS Program, and the EpiC PNG LOX Infrastructure Project. The COP will ensure that project goals and objectives are achieved within the prescribed time frame and funding parameters, and will be responsible for managing project staff, budgets, and resources.

Accountabilities

Leadership and Management:
  • Provide overall leadership and management for the EpiC PNG portfolio, ensuring that project goals and objectives are met.
  • Oversee the implementation of the EpiC HIV, the EpiC PNG GHS and the EpiC PNG LOX Infrastructure Workplans
  • Ensure that project activities are aligned with USAID and PEPFAR goals and objectives.
  • Represent the project at national and sub-national meetings, steering committees, and technical working groups.
  • Ensure coordination across stakeholders and partners, including USAID, the Government of Papua New Guinea, and other relevant organizations.
Project Planning and Implementation:
  • Develop and implement work plans, project schedules, and budgets.
  • Monitor project progress and ensure that activities are completed on schedule and within budget constraints.
  • Ensure compliance with USAID and PEPFAR policies and regulations.
  • Provide technical oversight and guidance to project staff and partners.
Staff Management and Development:
  • Recruit, train, and supervise project staff.
  • Provide ongoing feedback, coaching, and career support to staff.
  • Ensure that staff are familiar with project goals, policies, and procedures.
  • Promote a safe and equitable work environment for all personnel.
Monitoring and Evaluation:
  • Develop and implement a robust monitoring and evaluation framework to track project progress and impact.
  • Ensure high-quality data collection, analysis, and reporting.
  • Use data to make informed decisions and adjust project activities as needed.
Financial Management:
  • Develop and manage project budgets.
  • Monitor spending and ensure that financial resources are used efficiently.
  • Ensure compliance with financial policies and procedures.
  • Prepare and submit financial reports to USAID and other stakeholders.
Stakeholder Engagement:
  • Establish and maintain partnerships with internal and external stakeholders.
  • Communicate regularly with USAID, the Government of Papua New Guinea, and other partners.
  • Represent the project at national and international forums.

Requirements

  • Bachelor’s degree in a relevant field such as public health, international development, or project management. A Master’s degree is preferred.
  • At least 12 years of relevant experience in project management, including 8 years of line management experience
  • Demonstrated experience in managing complex, multi-sector projects in international settings.
  • Strong leadership, strategic planning, and staff development skills.
  • Excellent oral and written communication skills.
  • Ability to build positive working relationships with local communities, government officials, and donor representatives.
  • Proficiency in English and the host country language.
  • Demonstrated capacity building experience.
  • Conversational Tok-Pisin preferred
  • Microsoft Office Suite, project management software, and other standard office equipment.
  • Ability to travel within Papua New Guinea and internationally as needed (10% - 25%).
