The Business Official (BO) is one of the key positions of a potential new Global Health Security project. The position reports to the Project Director and works closely with project management, to provide leadership in comprehensive management of business support and compliance functions of the project. The BO is responsible for ensuring the financial, administrative, and contractual compliance and logistical efficiency of the project. In addition, the BO is responsible for tracking and monitoring the overall financial and administrative status of the project and ensuring that funds expended are compliant with FHI 360 policies and U.S. Government (USG) requirements and standards. The BO serves as a liaison between staff and the organization’s administrative and enterprise services to maintain the smooth operations of headquarter and field offices.
The BO develops and manages internal financial audits; develops formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. They manage the activities of the finance and operations team and selects, develops and evaluates finance and administrative personnel to ensure the efficient operation of the function.
This position is pending on the award of the project to FHI 360 and availability of funds.
Accountabilities
With oversight by senior management manages and guides the day-to-day activities of project with an emphasis on financial oversight, project performance, contractual compliance, management of sub-contracting, facilities, and overall administrative program operations.
Ensures all operations, administrative, and contractual activities and expenditures are consistent with project work plan(s) and budget.
Serves as liaison between Corporate and project staff about consultant agreements and work orders, fixed price agreements, sub-contracts, sub-agreements, and necessary modifications, preliminary review of contractor vouchers for accuracy and compliance with client's billing requirements.
Works with team leadership to align budgets to goals and strategy and to oversee project operations including human resources, logistics, procurement and accounting/finance.
Creates and maintains up-to-date financial tracking system and liaises with the donor program management team, vendors and other service providers.
Reviews staff expense reports and supporting documentation and after approval arrange prompt payment and maintains proper documentation for all office and project expenditures.
Works with project staff to formalize Statements of Work (SOW) into contracts (e.g., consultant work orders, sub-contracts, purchase orders, etc).
Leads the monitoring and enforcing compliance to organization and/or donor’s policies and regulations for procurement, completion of contractual deliverables, and other areas: monitor concerns and address technical staff's questions regarding contracts and client compliance; advise and take corrective action.
Manages the operational and tactical aspects of multiple projects in a matrix environment.
Oversees finance and operations for the entire project with a focus on minimizing risk within the project, monitors budgets, and scope to ensure successful execution of project deliverables and completion of project.
Identifies partnerships, opportunities, and information to present to management to help achieve strategic goals of the company.
Reviews purchase orders and required supporting documentation and consult with the team leader for approval, prior to issuance of the purchase orders within agreed-upon thresholds.
Ensures that all deliverables for all contractual arrangements are tracked, monitored, are of the required quality and content and delivered on time; includes ensuring that a tracking mechanism is in place and alerts to when deliverables are not being developed in compliance with all requirements.
Leads, coordinates and monitors program activities with respective project staff and field staff, to perform the necessary field office startup procedures, office operations and activities.
Supports technical leads to ensure that projects are staying within the established scope and budgetary parameters through analysis and consultation with management.
Performs other duties assigned.
Education
Bachelor’s degree or its international equivalent in Business Management, Finance, or related field. Master’s degree preferred.
Experience and Skills
Minimum 8 years of relevant experience in a programmatic environment with areas to include contracts, field experience, and at least three years with USAID rules and regulations
Minimum of 5 years of supervisory experience.
High degree of computer literacy with excellent knowledge of word processing and financial/spreadsheet software applications required.
Advanced knowledge of U.S. government regulations, procedures, and contracting requirements.
Advanced knowledge of financial and contractual management of USAID contracts and cooperative agreements including budget design, financial oversight, and expenditure projections.
Comprehensive knowledge of essential aspects of grant programs
Articulate, professional, and able to communicate in a clear and positive manner with funders, partners and staff.
Fluency in written and spoken English and effective editorial and communication skills.
Experience in multi-sector/agency management and implementation.
Prior work in International non-governmental organization (NGO) is preferred.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $105,000 - $147,000
International hiring ranges will differ based on location.
