Job Summary:
The Quality Improvement (QI) Technical officer will report to the COMMIT 2/EQHA II Project Coordinator. S/he will support COMMIT 2 project including KHANA and partners in overall QI Technical Assistance (TA) Approach implementation under COMMIT 2 objective 1 workplan activities. S/he will provide technical support in QI institutional capacity building to KHANA and COMMIT 2 partners as well as subnational staff, monitoring, coaching, , coordinating, collaborating, and communicating with government agencies and all stakeholders (both public and private sector) at sub-national level to ensure effective improvement of health services and patient outcomes under COMMIT 2 target areas. S/he will support project team to guide the hospitals to achieve improvements across the TB continuum of care. S/he will coordinate with USAID EQHA II team to ensure on technical alignment on delivering of high-quality pediatric and adult TB screening, detection, and treatment in 10 RHs in new geographies. S/he will support relevant team member in documenting best practice and lessons learned regarding QI TA interventions implementation happening at the health facility level and coordinate with relevant team members in the field. S/he will gather learnings to share back to national program, regional and at international forums.
KEY RESPONSIBILITIES:
Technical Assistance and Coordination:
- Design and lead institutional capacity building for quality improvement for COMMIT 2 project and PHD/OD and health facility staff at subnational level, including preparing training agendas and materials, coordinating with trainers, co-facilitating training sessions, making budget requests, etc.
- Build capacity of COMMIT 2 team to ensure evidence based and effective support of the TB supervisors and PHD assessors to prioritize gaps found by self-assessment of NQEM-II in public hospitals and TB quality gaps and develop targeted plans for quality improvement/change.
- Support delivery of high-quality pediatric and adult TB screening, detection, and treatment in 10 RHs in new geographies
- Provide technical assistance on best practices to develop systems to cover the costs of chest Xray for KAPs who cannot afford the services, aiming to enhance TB case detection at 10 RHs
- Create or enhance specific tools/checklists to assess the progress of each change idea targeted at improving care.
- Contribute to strengthening patient satisfaction for patients who receive care for TB.
- Together with KHANA and partners guide consistent practice and technical alignment between sub-grantee(s) implementation sites on QI approach.
- Represent the FHI360/TB team in relevant TB monthly meetings, quarterly meetings and other TB technical forums.
Project Reporting, and Learning:
- Support relevant team member in documenting best practice and lesson learn on QI TA interventions implementation.
- Contribute to annual, quarterly work plans and progress reports development, and knowledge products.

QUALIFICATION:
- Cambodian National
- Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
EDUCATION/EXPERIENCE:
- Bachelor's Degree in medicine, nursing or other clinical degrees, Public Health, Healthcare Management, and/or any other relevant fields.
- Specialized experience is required in areas including, but not limited to, clinical management of TB; infection control; program management and implementation; and program data management.
- At least 3 years work experience in a job which required project management responsibilities and related Quality Improvement work.
- Experience working with MoH in some capacity with positive relationships, either at national or provincial level.
- Understanding of quality improvement, quality assurance and quality assessment concepts and implementation, especially in TB program, is an asset.
- Capacity building, offering feedback, coaching, and mentoring skills.
- Facilitation and good coordination and interpersonal communication skills.
- Interest in learning new skills especially in quality and safety in health care.
- Highly organized, comfortable working on multiple simultaneous projects and government agencies (national and sub-national)
- Demonstrated proficiency with using Microsoft Office (Word, Excel, PowerPoint, Teams SharePoint); digital communication platform (Zoom, Google meet)
- Ability to work well with others and to develop and maintain positive working relationships that get results among project staff, consultants, sub-grantees, and stakeholders.
- Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
TRAVEL REQUIREMENTS:
- 60%-70%
