Project and National Program Engagement Coordinator

Job Summary:
This is a shared project coordinator position between the EQHA II and COMMIT2 projects with the purpose to align and share approaches and lessons among project activities and teams. This position is under the direct supervision of Quality Implementation Team Lead. The project coordinator will provide technical assistance and coordination for both COMMIT 2 and EQHA II projects to achieve project objectives and serve as focal person to National Center for Tuberculosis and Leprosy Control (CENAT) related elements. Under the ministry of health’s relevant strategic plans and strategic directions, s/he will coordinate the review of existing strategies and work closely with stakeholders to develop and implement new strategies and pilot innovative private sector activities. S/he will work closely with national programs and relevant government departments, COMMIT 2 project partners and other stakeholders to improved programs and services based on international best practices and experience. S/he will provide input and project management of the technical portions of related proposals and project design, based on the design and direction set by technical leadership. S/he ensures COMMIT 2 project activities scope under FHI360 are on track with work plans, with technical expertise informing project implementation, and oversees project timelines and budgets. Assists in the development of donor reports and presentations. S/he will develop performance goals for use by supervisor and monitor progress regularly.
KEY RESPONSIBILITIES:
Technical leadership and coordination:
- Develop strategies to harmonize TB program functions within the health system.
- Identify TB activities to be integrated at all levels of the health system: national, provincial/district and subnational.
- Ensure that project implementation adheres to appropriate global evidence base and incorporates best practices.
- Ensure the quality of implemented technical activities and systems.
- Identify areas for improved efficiency or effectiveness within prescribed parameters, and institute enhancements to procedures.
- Contribute to strengthen quality of TB health services to ensure higher patient satisfaction.
- Manage team to keep private sector TB engagement efforts on track including operationalization of mandatory notification of all TB cases.
- Focus on person-centered TB care at both public and private facilities using evidence-based standards of care and provides quality care and referral services.
- Promote quality standards and strengthen the use of data for TB services to improve TB indicators across the cascade.
- Collaborate with CENAT leadership and staff, other partners and liaise with the key stakeholders to share information and learnings.
- Maintains collaborative relationships with donor/client organizations, relevant government
agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in TB technical area.
COMMIT 2 Project specific:
- Coordinate with FHI360 global and national technical expert in providing evidence-based comments during consultative meetings for revision of the national SOP for TPT and LTBI for close contacts of people DR-TB and other guidelines.
- Ensure on the technical guidance provided related to QI institutional capacity building to COMMIT 2 project staffs as well as government staff at subnational level, including preparing training agenda and materials, coordinating with trainers, co-facilitating training sessions, making budget requests, etc.
- Provide TA work to strengthen TB co-morbidity screening at health facilities to increase TB case detection
- Work with project team to ensure the delivery of high-quality pediatric and adult TB screening, detection, and treatment in 10 RHs in new geographies.
- Lead on developing and adaptation on improving TB services at private sector using FHI360 experience.
- Support TA around developing systems to support the costs of CXR for KAPs who cannot afford the services, aiming to enhance TB case detection at 10 RHs.
- Support in developing/update the specific tools/checklist to assess the progress of each change ideas.
- Support COMMIT 2 team to map and analyze private sector for TB services
- Introduce new model of private sector implementation in Cambodia such COACH-TB and prototype at selected private health facilities.
- Generate evidence and contribute to the development of PPM strategies based on Cambodia health system.
- Support and coordinate with FHI 360 to contribute to knowledge sharing of evidence generated from COMMIT 2 by developing abstracts for submission to international and regional TB conferences
- Support in cross learning between USAID EQHA II, COMMIT 2 and other partners on TB services in both public and private sectors.
- Lead documentation and communication of successes and lesson learned from public health sector to USAID, Ministry of Health, and other relevant partners
Staff management:
- Monitor direct report work progress, address challenges and make work adjustments as needed.
- Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members.
- Manage direct reports, review work plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and have the necessary skills and capacity.
- Provides informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent.
- Build a positive collaborative team culture.
Project management and Reporting:
- Develops and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the FHI360 scope under COMMIT2’s activities are implemented successfully as planned.
- Develop, manage, and monitor the relevant activity budget regularly.
- Provide monitoring and oversight to the financial management of COMMIT 2 project with the finance team.
- Donor technical reports, collates and uploads output and deliverables data to data systems.

QUALIFICATION:
- Master’s Degree in Public Health, Healthcare Management, and/or any other relevant fields with at least 5 years of relevant experiences working with INGOs.
- Cambodian National
EDUCATION/EXPERIENCE:
- Master’s Degree in Public Health, Healthcare Management, and/or any other relevant fields with at least 5 years of relevant experiences working with INGOs.
- At least 10 years of experience working on improving quality of TB, and other infectious diseases.
- Good experience in working with Ministry of Health, including with CENAT or relevant national programs and institutions at national and with PHDs, ODs, public and private health facilities at sub-national level as well as knowledge of the health system in Cambodia.
- Advanced skills in project coordination and management including effective matrix management approaches.
- Ability to work well with others and to develop and maintain positive working relationships that get results among project staff, sub-awardee, and stakeholders.
- Ability to manage and lead the project.
- Ability to negotiate, analyze and find acceptable solutions when problems emerge.
- Well-developed written and oral communication skills.
- Ability to takes initiative and ownership, make decision, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
- Ability to be proactive, innovative, positive, and highly self-motivated.
- Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
- Strong planning, organizational and scheduling skills, and filing within common computer platforms.
- Computer literate with strong skills in the use of Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint, SharePoint); willingness, interest and ability to learn new things/skills as required
