Project Background
The Local Health Systems Empowerment and Access towards Universal Health Care (LEAD UHC) is a 5-year project under Cooperative Agreement No. 72049225CA00001 between Ateneo de Manila University and the United States Agency for International Development (USAID) with FHI360 as sub-awardee. The implementation period is from January 1, 2025 to December 31, 2029.
This position is pending on the donor’s finalization of the award and availability of the fund.
Job Summary
Local HSS Specialists (1) Luzon (1) Visayas (1) Mindanao/BARMM
Reporting to the Sr. HSS Specialist, the Local HSS Specialist shall be designated as area coordinators for all activities in the island groups of Luzon, Visayas and Mindanao including BARMM. S/he shall assist the two Sr. HSS Specialists in ensuring that the project activities are executed according to the approved plan and that coordination with local actors and other project stakeholders (i.e., TB, HIV, FP/RH and GHS) in convergence sites are aligned with the principles of localization and health system strengthening. Likewise, s/he shall support and/or lead the field activities alongside the Technical Officers assigned in specific site/s.
Key Responsibilities
1. Lead all field activities and ensure effective coordination of activities with other domains and/or projects.
2. Spearhead local planning with implementation sites ensuring alignment and buy-in of key stakeholders at the field level.
3. Coordinate the efficient implementation of activities in the island group.
4. Ensure effective communication among project stakeholders.
5. Monitor compliance and alignment of project activities with approved plans.
6. Monitor site-level activities and provide timely support to Technical Officers working directly with implementation sites.
7. Provide technical support to other project stakeholders (internal or external) as needed.
8. Prepare and/or submit report on performance, field incidents, progress notes and other required report by ASoG and/or the funder.
9. Perform other functions and/or duties as assigned by the supervisor.
Requirements
At least Baccalaureate degree in public health, related social sciences or a degree in Medicine. Masters degree in similar or related field is an advantage.
At least 3 years progressive experience in HSS-related work at national and/or international level. Proven experience in more than one specialized area of HSS i.e., Governance/Leadership, Health Financing, Essential Medicines and Technologies, Human Resources for Health, Health Information System and Integrated Service Delivery.
Relevant experience in USAID-funded interventions/activities
Knowledge of National and Local Health System practices and procedures
Knowledge of USAID implementation system and practices
Proficient in English and Filipino. At least intermediate level in some local/regional languages
