We are currently seeking qualified Director of Finance and Administration candidates to be proposed on an anticipated new activity in South Sudan focused on resolving ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities.

Summary of Position:
The Director of Finance and Administration will provide operational oversight on financial and human resources management, efficient procurement and logistical services, contracts & grants, asset management, ICT, and general administration, ensuring consistency with USAID’s rules and regulations. The Director will oversee overall financial management, including budget management and monitoring, forecasting needs, procurements, management of financial systems, and enforcing controls. It is anticipated that the position will be based in Juba, South Sudan, and will report to the Chief of Party.

Duties and Responsibilities:
• Provide leadership to the finance and operations unit of the program (i.e., general administration, human resources, financial, logistics including fleet, procurement, and information technology).
• Establish and maintain sound and transparent accounting and fiscal control procedures for financial, subaward, and operations aspects of the project.
• Develop, analyze, and monitor program budgets and pipeline; monitor and track obligations and expenditures against budgets and advise senior leadership regularly on financial and operations-related matters to help efficiently achieve program outcomes.
• Develop systems to document costs and cost elements necessary for program economic evaluation plans.
• Liaise with internal and external auditors in the review of the program’s financial management.
• Ensure compliance of financial and operations systems with organizational policies and procedures, funder rules and regulations, award requirements, and the Government of South Sudan laws.
• Manage program procurement processes.
• Provide technical assistance as needed to local partners and other program stakeholders on financial compliance and reporting.
• Prepare and submit annual, semi-annual, and quarterly financial and accrual reports to USAID.
• Contribute to developing high-quality work plans, including quarterly, semi-annual, and annual financial reports, and any other ad-hoc financial reports that may be required by USAID.
• Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
• Support the COP in project management to achieve strategic goals.
• Perform other duties as assigned.
Administration and Operations:
• Work closely and transparently with all external partners, including third-party vendors and consultants.
• Oversee administrative functions as well as facilities to ensure efficient and consistent operations in line with FHI 360 policies and procedures and funder rules and regulations.
• Manage project procurement processes.
• Ensure continual review of internal and strategic controls, communications, risk assessments, and maintenance of documentation.
• Support partners as needed to ensure sound financial management and operations.
• Ensure that sub-contracts, sub-grants, and local consultancy documents and procedures are completed in a timely and correct manner and comply with FHI 360 and funder policies and regulations.
• Provide overall administration coordination and support to ensure an effective and efficient operating platform for the program.

Minimum Requirements:
• Must be a qualified accountant with a Master's Degree in accounting, finance, business administration, or a related field and a holder of CPA-K; or a Bachelor’s Degree in accounting and a holder of CPA-K with 15 years of experience.
• Minimum of 12 years of experience and skills in managing donor-funded programs and budgets.
• Prior experience as a Finance Director/Business Official or senior leadership role at a similar level of a PEPFAR or USAID-funded project is preferred.
• Must possess advanced knowledge of relevant accounting software (e.g., QuickBooks, Sage), including other MS Office software (e.g., Word, Excel, Outlook, PPT).
• Strong knowledge of United States Government rules and regulations for grants and contracts, as well as impeccable knowledge in generally accepted accounting, budgeting, and fiscal control principles.
• Demonstrated experience and skills in developing and managing budgets with an annual value of over $10 million.
• Strong skills and advanced knowledge in accounting software systems (e.g., QuickBooks, Sage), standard applications in MS Office (e.g., Word, Excel, Outlook, PPT), as well as strong writing and oral presentation skills in English.
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines, and lead and work collaboratively with others.
• Ability to develop and maintain sound professional relationships among project staff, partners, host government agencies, funders, and other stakeholders.
• Ability to undertake extensive local travel and limited international travel as assigned.
