We are currently seeking qualified candidates for the position of Director of Finance and Administration for the upcoming MCC Belize Secondary Education Improvement Activity. This position will be based in Belize and is contingent upon award.
Project Description:
The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) have a $16 million Compact that aims to address the binding constraints of low-quality education and high electricity costs by equitably increasing the number of post-primary graduates with the skills relevant to labor market demands and lowering the wholesale cost of electricity in real terms. Under the Compact, an Education Project will aim to invest in Belize’s secondary education and technical and vocational education training (TVET) sector.
Position Description:
The Director of Finance and Administration will oversee operations, finance, and HR functions of the project. S/he will be responsible for effective utilization of resources, procurement, logistics, and contracts and grants management. S/he will lead efforts to comply with all applicable regulations as well as timely and effective delivery of program activities.
Job Summary/Responsibilities
- Provides leadership over financial and contractual aspects of the project;
- Develops and implements internal organizational and financial processes;
- Ensures compliance with US and local rules, regulations and policies;
- Provides oversight and management of budgets, grants, operational plans, reporting, and financial compliance;
- Ensures efficient management and utilization of resources in accordance with FHI 360 and donor policies and procedures;
- Provides guidance and supervision to program staff
- Collaborates with FHI 360’s country team, regional office and headquarters staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations;
- Contributes to timely and accurate reporting;
- Supervises the recruitment, hiring, and management of operations and finance teams as well as local consultants
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Required Qualifications
- Master’s degree (preferred) in Accounting, Finance, Business Administration, social sciences, or related field;
- Minimum of 10 years of progressively responsible operational and financial management experience in support of large-scale international development programs;
- Proven leadership in the administration of similar-sized international donor technical assistance projects;
- Experience providing leadership over budgeting, financial management, and policies and procedures, especially related to USG programming;
- Effective strategic planning and project management skills;
- CPA, ACA, ICAN, CIMA, CFE or other similar, relevant professional qualification is required;
- Strong consultative and negotiation skills;
- Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems;
- Good analytical and problem-solving skills;
- Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines;
- Proven ability to coordinate with government stakeholders, donors, as well as non-governmental organizations.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision;
- Demonstrated leadership, strategic planning, effective organizational development, partnership-building, capacity-building, managerial, teambuilding and communication skills.
- Demonstrated knowledge of MCC and/or Government of Belize rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
- Oral and written fluency required in English.
- Oral and written fluency preferred in Spanish and/or other local languages in Belize.
