Senior Technical Officer, Knowledge Management

JOB SUMMARY:
The Senior Technical Officer - Knowledge Management will play a critical role in leading, organizing, and facilitating knowledge-sharing events, ensuring high-quality documentation of the project’s achievements, and coordinating with stakeholders, including donors, government agencies, and implementing partners.
The position will oversee strategic knowledge management processes, including the creation, dissemination, and application of knowledge products, to promote data-driven decisions and enhance the visibility of the EpiC project.
KEY RESPONSIBILITIES:
1. Knowledge Capture & Documentation
Lead the development and implementation of a comprehensive knowledge management strategy aligned with EpiC project goals.
Manage the documentation of project activities, success stories, case studies, and lessons learned.
Collaborate with the Strategic Information team to ensure effective monitoring and sharing of project progress data.
Work with program teams to identify opportunities for project documentation and prepare a digital catalog of key documents, technical and program briefs, and IEC materials.
Support the submission of materials for publication in peer-reviewed journals and the development of high-quality reports, presentations, and publications.
2. Knowledge Sharing & Dissemination
Organize national and regional knowledge-sharing events, conferences, and workshops, ensuring effective coordination between technical, administrative, and finance teams, and managing logistics and event planning.
Coordinate with PEPFAR/USAID for US government representation at public events and ensure branding and briefing materials align with USG guidelines.
Organize learning visits to implementing sites, collaborating with partners to ensure proper documentation and dissemination materials.
Develop an audience-oriented dissemination plan for knowledge products, maintaining alignment with global branding guidelines and ensuring high visibility of evidence-based practices.
3.Content Development & Event Management
Coordinate the development of communication materials, including blog posts, video documentaries, press releases, and synthesis reports, in collaboration with the SBCC and Corporate Communications teams.
Facilitate the preparation of briefing materials, press releases, and other communication products for public events, ensuring appropriate review and approval.
Liaise with external agencies to ensure high-quality production and dissemination of knowledge products.
4. Data Analysis & Insights Generation
Collaborate with the M&E team to analyze project data and translate insights into actionable recommendations for program improvement.
Monitor and curate relevant information from key sources (e.g., Asia-Pacific HIV updates) to inform technical teams and stakeholders.
5. Capacity Building & Technical Support
Provide technical mentorship and capacity building to program staff and partners to strengthen knowledge management and ensure the documentation of HIV prevention, care, and treatment efforts.
Train staff on the use of knowledge management tools, ensuring a culture of continuous learning within the project.
6. Collaboration & Stakeholder Engagement
Establish collaborative relationships with community partners, donors, and other stakeholders to support knowledge dissemination and program visibility.
Engage in thought leadership by identifying opportunities for joint branding and knowledge-sharing with key partners and institutions.
7. Monitoring & Reporting
Contribute to annual work planning, budgeting processes, and the preparation of monthly/quarterly progress reports.
Track and report on knowledge management activities, ensuring compliance with donor reporting requirements and the application of FHI 360 policies.
Qualifications
Thai nationality
Graduated in public health or related field, and at least 5 years relevant experience with international development programs and field experience.
Knowledge of HIV/AIDS, Prevention, PrEP, HIVST, Chemsex, STIs health, public health, international development, and/or social science research with a strong focus on prevention, care, and treatment.
Understand and have experience with key populations.
Experience working with international donors, including USAID and PEPFAR, on communication and knowledge management.
Excellence in written and verbal communication skills in both English and Thai, with proven experience producing high-quality written materials in both languages.
Strong interpersonal skills with experience working in multi-disciplinary teams.
Proficiency in relevant computer software, including presentation and knowledge management tools.

EXPERTISE AND COMPLEXITY:
Able to work with supervision, and ability to manage high volume workflow.
Sensitive to cultural differences and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
Knowledge of HIV/AIDS, harm reduction, reproductive health, family planning, public health, international development, and/or social science research with a strong focus on HIV clinical care and treatment
Demonstrated experience in planning and coordinating large-scale conferences, workshops, or consultations (100+ attendees).
Proven ability to develop and disseminate knowledge products (reports, publications, presentations) to external audiences, including policymakers and donors
Written and verbal communication skills and editing skills.
Relevant language skills preferred.
Relevant computer software skills.
Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
TYPE AND NATURE OF CONTACTS:
Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact.
Represent, as assigned, selected EpiC Thailand activities and other organizations including donors, and international and local partners.
Interact with implementing partners, and FHI 360 colleagues working on EpiC Thailand.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Usual office working conditions; ability to travel domestically at least 25%.
