The Project Director will lead the project, directing all activities and staff, and serve as the main contact for the United States Agency for International Development (USAID) Nepal and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR)- and the USAID-supported EpiC Project global team. S/he will represent the project to donors, government, and the development community, including key population organizations, networks, and non-government organizations (NGOs). Additionally, the Project Director will contribute to regional and global technical learnings of the EpiC Nepal Project, and oversee strategic planning, program execution, technical leadership, communication, partner relationships, knowledge sharing, and financial/human resource management.
Key Responsibilities
Direct overall project vision, design, planning and implementation.
Ensure internal management systems for contracting, recruitment, and delivery move rapidly to respond to the demands for service delivery on the ground.
Foster innovation and new ideas for better targeted, and more cost-efficient and effective strategies to reach key populations and retain them in services.
Develop, manage and maintain strategic partnerships among a variety of stakeholders, partners, governments, civil society and donor organizations.
Ensure that targets agreed upon with USAID are met, on budget and on time.
Identify opportunities and negotiate partnership programs to leverage other synergistic donor, governmental and organizational resources.
Supervise technical, management and operations, strategic behavioral communications, and strategic information staff to carry out activities designed in cooperation with USAID; in so doing, ensure activities are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule.
Lead development of annual work plans for timely submission to and approval by USAID to implement those plans.
Serve as the primary contact to the global EpiC Project team based in Washington DC.
Serve as primary point of contact with USAID Nepal staff and ensure communications flow smoothly between project and USAID Nepal by maintaining a collective approach towards key issues.
Oversee technical reviews, including outside evaluations if any, and manage indicated changes in program direction and focus.
Ensure solid and regular communication and engagement with both core and other strategic partners, providing them technical guidance and oversight to ensure optimal participation in the project.
Oversee monitoring and evaluation systems, ensuring that program is adequately monitored, and that evaluative thinking is incorporated appropriately into the program wherever possible.
Guide technical and organizational capacity building initiatives with local partners and senior staff to ensure delivery of high-quality training, technical assistance, and reports.
Represent the project in advancing evidence-based and innovative key population strategies and approaches on a global, regional and local level.
Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
Requirements
Master's degree in public health, behavioral and social sciences, or a related field with five to seven years of experience in managing public health programs (HIV preferred), or a bachelor's degree with over seven years of experience as mentioned above.
Experience in managing large, complex and high-quality HIV service delivery project that focus on local capacity in support of key populations and people living with HIV together with leading the development of technical innovations. Experience in managing USAID- and PEPFAR-supported projects preferred.
Experience in working in an international non-governmental organization managing diverse team to implement public health programs—preferably with a focus on HIV service delivery.
Experience in leadership in establishing and maintaining positive working relationships and partnerships with major stakeholders including governments, the Global Fund and UN agencies, partners, and key population and people living with HIV constituency led networks.
Experience in overseeing all aspects of projects preferably USAID-supported projects, including program and financial management, human resources, compliance, and quality assurance.
Experience in negotiating annual work plans and guiding program, technical, financial and administrative teams to complete objectives/activities on time within budget while meeting high quality standards.
Experience in strategy development, capacity strengthening, localization, strategic communications, public relations, policy advocacy and media engagement.
Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.
Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
Excellent oral and written English and Nepali including documentation skills.
