We are currently seeking qualified candidates for the position of: Integrated Health Advisor for an anticipated USAID-funded integrated health project in Mozambique. This position is expected to be based in the Nampula Provincial Office.

Description:

The Integrated Health Advisor will provide technical oversight of integrated health service delivery and technical assistance (TA) activities for maternal, newborn, child health (MNCH), immunization and nutrition. The Integrated Health Advisor will report directly to the Chief of Party (COP) and work in tandem with other technical and operational staff to support efficient and effective project implementation in Nampula Province. This position will take a leadership role in ensuring the Activity meets stated integrated health service delivery goals, quality standards, and reporting requirements. Integrated Health Advisor will also coordinate among USAID, donors, other health implementing partners (IPs), and numerous Government of the Republic of Mozambique (GRM) institutions and representatives, at the district, provincial and national level, for integrated health service delivery activities. The proposed candidate must fulfill the position requirements detailed below.

Job Summary/Responsibilities:

  • Provide management and technical leadership on integrated health service delivery and ensure quality of maternal newborn and child health (MNCH), nutrition and immunization services in collaboration with project senior leadership.
  • Provide supervisory and operational oversight of provincial project team to ensure that the project meets intended service delivery goals, quality standards, and reporting requirements.
  • Actively ensure alignment across the project’s clinical and community health systems approaches to ensure the project delivers a comprehensive and coordinated package of technical support.
  • Coordinate effective engagement and communication between project technical leads and teams and provincial implementation teams, and coordination and collaboration with partners and other stakeholders.
  • Contribute to the development and implementation of the project technical strategies, and coordinate development of Province-level annual work planning and quarterly and monthly action planning, and quarterly and annual reporting.
  • Support the COP to ensure that all areas of the project are integrated and maximize the use of available project resources.
  • Represent the project in key national forums and help maintain strong relationships with USAID, GRM at all levels, project partners, and other stakeholders.
  • Establish and maintain strategic relationships with host country central and district local government structures and other implementing partners across levels to reach a common understanding of the activity, avoid duplication, strengthen, and supplement USAID/Mozambique programs.
  • Must be a Mozambican national.

Qualifications:

  • Master’s degree or its international equivalent in a relevant field such as medicine, public health, business administration, or social sciences. Clinical background with public health training is strongly preferred.
  • At least 12 years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, nutrition, and immunization in a similar context, with at least eight of those years working in Mozambique as a senior advisor or staff member.
  • Experience and expertise in evidence-based health system strengthening, facility- and community-based MNCH, nutrition, and/or immunization service delivery approaches.
  • Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
  • Experience leading moderate to large size teams of health professionals and supervising technical staff in the implementation of integrated health programming.
  • Excellent interpersonal, and English language writing, and oral presentation skills.
  • Experience working with a USG-funded health program is desired.
