PROJECT SUMMARY:

We are currently seeking qualified candidates for the position of Global Health Security (GSH) Specialist.

The candidate shall lead efforts to improve and expand Global Health Security and pandemic preparedness, prevention and response in Ghana, and shall have technical expertise in the area of emerging infectious diseases in Ghana, with extensive experience working with national stakeholders including government, professional associations, communities, CBOs/NGOs and the private sector actors. The candidate shall provide technical support on social behavior change and community engagement related interventions on Global Health Security (GSH) to HPD and other key stakeholders of the One Health Platform. The Global Health Security (GSH) specialist will report to the USAID-ASBC Deputy Chief of Party and will coordinate all activities relating to Global Health Security (GSH). He / She will ensure community engagement quality standards are met and will assist in data collection, report writing, and other duties as assigned.

KEY RESPONSIBILITIES:

Major Responsibility: coordination and execution of community-level SBC activities on Global Health Security. 40%

  • Coordinate implementation of SBC community engagement activities on the detection of signs, symptoms and prevention of zoonotic diseases in line with Global Health Security priorities in Ghana.

  • Maintains up-to-date knowledge of trend of Zoonotic diseases in Ghana, risk factors and demographics as well as mitigation measures.
  • Facilitate and participate in all One Health RCCE technical committee meetings and other related One Health Platform meetings.
  • Provide technical support and coordinate ASBC Activity support to the Joint External Evaluation (JEE) to inform an effective road map towards achieving Global Health security agenda in Ghana.
  • Coordinate all RCCE committee's activities including conducting trainings, quarterly meetings and reporting.

Major Responsibility: technical support on Global Health Security to HPD and key One Health Platform and technical working groups 30% Give leadership directions and mentorship on RCCE, emergency response to disease outbreaks and provide support to IPs, HPD and One Health partners for outbreak preparedness and response.

  • Lead implementation of the RCCE effectiveness and sustainability implementation as part of an exist and sustainability plan.
  • Support the RCCE Technical Working Group to implement the National One Health Risk Communication and Community Engagement Strategy.

Major Responsibility: Build capacities and ensuring quality standards and assurance according to strategy and plan 30%

  • Strengthen capacities of staff of the USAID-ASBC activity, One Health Partners especially the Veterinary Service Department of Ministry of Agriculture in community engagement tools, SBC material development and Risk communication.
  • Establish and conduct trainings on emergency preparedness, response and community engagements standards for One Health partners under the Global Health Security agenda.
  • Facilitate community engagement activities, and support data tracking and verification, validation, analyses and report.

MINIMUM REQUIREMENT:

  • University degree (master’s preferred) or its international equivalent in organizational development, social and behavioral change, public health or a related field. 4-8 years of experience in implementing and managing international health/development programs in developing countries

Specific Knowledge Requirements:

Demonstrable knowledge of and proven experience in community engagement and mobilization models and strategies in changing behaviors related to Global Heath Security and other emerging infectious diseases such as Anthrax, Monkey pox, Lassa Fever, Rabies, Knowledge of evidence-based, innovative and practical solutions to community mobilization and risk communication challenges in Ghana with particular experience working with district and community health structures across Ghana. Field experience in developing and implementing community mobilization and RCCE interventions and programs in Ghana, demonstrating impact, at scale. Demonstrated strong technical, programming, leadership and management skills within the One Health approach in health service delivery. Proven ability to work as an effective and successful team member with community-based organizations, civic groups, Ghana Health Service, community/district health management structures and diverse communities. Able to be a self-starter and take the initiative to see to project activities are implemented according to plan and schedule. Excellent oral/written communication skills in English and one or more additional Ghanaian local languages required. Demonstrated interpersonal and negotiation skills and experience working in collaboration with communities, civic groups, churches/mosques, community groups, partners, donors and NGOs. Ability to set priorities while multi-tasking and meet deadlines. Demonstrated knowledge and familiarity in Risk Communication on zoonotic diseases, One Health approaches required.
