We are currently seeking qualified candidates for the position of Director, Finance and Administration for an upcoming opportunity in the Philippines. This position is contingent upon award and will be based in Manila, Philippines.
The anticipated TB-centered Health Systems Strengthening Project will support the Philippine’s Department of Health (DoH) to realize a high-performing and resilient health system that improves and sustains progress additional to mitigating the deleterious health and economic effects of infectious disease outbreaks.
The Director, Finance and Administration will provide financial and administration oversight for all aspects of the project in accordance with USAID regulations. The individual will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management. S/he will manage, administer, and direct the control of the budget, and administrative and human resources functions. The individual will review and approve recommendations for financial planning and control and key administrative decisions, in concert with role on the senior management team. S/he will also develop and evaluate financial and operations management personnel to ensure the efficient and collaborative project support operations.
- A minimum of a Bachelor’s degree (or international equivalent) in Business, Accounting, Finance or related field relevant to the position requirements required.
- Must have at least twelve years of experience in financial management for large complex projects including working in the field of international development, with strong experience with funds control, and the ability to monitor fraud and abuse.
- Experience and knowledge of USG donor policies and procedures, and rules and regulations for grants and contracts is required
- Strong organizational, financial reporting, management and interpersonal skills
- Ability to handle multiple tasks simultaneously, to prioritize and respond in a timely manner
- Demonstrated integrity and fidelity
- Advanced computer skills; knowledgeable in accounting software, MS Windows, Excel, and Word
- Excellent oral and written communication in English required
- CPA Certification preferred
