Technical Advisor – Public Financial Management
FHI 360 is seeking qualified candidates for the position of Technical Advisor – Public Financial Management (PFM) for an anticipated five year USAID-funded Local Health Systems Solutions (LHESS) Activity in Liberia.
The LHESS activity will seek to achieve the following key objectives:
Strengthened Decentralization Structures at national and subnational level to drive health system performance.
Strengthened systems for delivery of quality health services.
Increased financial protection through reduced out-of-pocket spending on health care.
LHESS will work to enhance PFM for planning, implementation, and accountability at country, district, and health facility levels.
The Technical Advisor – Public Financial Management will serve as the primary subject matter authority on Public Financial Management, providing thought leadership, management oversight, and technical direction and supervision. The Technical Advisor – Public Financial Management will, in collaboration with the Ministry of Health and other collaborators, design, plan, and oversee project activities, under the direction of the project leadership. The role will support the Ministry of Health, Country and District Health Teams, and health facilities to uphold financial management practices in compliance with Government of Liberia and plan, implement, and account for all funds intended for the delivery of quality services.
With technical oversight and working closely with stakeholders, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components of the project, in order to improve public financial management and accountability
Build a close working relationship with the Ministry of Health and other counterparts.
Coordinate with the World Bank, the Global Fund, and other donors and partners to align plans and activities.
Creates technical portion of the project plan, within the given resource and financial constraints
Develops tools for the design and implementation of specific technical components
Leads the day to day technical and operational activities related to PFM. Ensures technical implementation is consistent with standard processes in the industry and meet client obligations
Supervise junior technical staff members, sub-contractors, and others implementing technical project work
Track delivery of project outputs. Identify issues and risks related to program implementation promptly and suggest appropriate program adjustments.
Work with the MEL Lead to develop monitoring and learning activities to facilitate continual improvement of the work plan and track progress against project results.
Review, assess, and evaluate interventions' effectiveness and make enhancements recommendations.
Document lessons learned and develop knowledge management outputs. Serves as the primary author for technical deliverables (e.g., reports, presentations, manuscripts).
Assist in preparing quarterly and annual performance reports for the USAID LHESS project.
Implement capacity-building plans for key budget formulation and execution collaborators of the USAID funds.
Work with, and build the capacity of, local implementing partners
Lead in developing project reports, technical materials, or other documentation, as needed.
Represent the project and FHI 360 to the country and other stakeholders, including technical working groups.
Applied Knowledge & Skills:
Must understand the health system and PFM landscape in Liberia and its impact on health development and the population in general.
Ability to conduct and deliver thorough analysis, report writing, and dissemination of information to a broad range of audiences.
Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers
Has the ability to lead project activities, set realistic priorities, and plan for the successful implementation of activities.
Proficient writing and verbal communication skills.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
Ability to lead their own work to job and performance standards.
Must be able to read, write and speak fluent English.
Willingness to travel within the country for technical assistance provision and quality assurance.
Master’s Degree or its International Equivalent in in relevant field (public policy, economics, statistics, social sciences, etc.) and/or MBA and/or accountancy/auditing qualifications.
Project Management (PM) Certification preferred.
Typically requires 8+ years of relevant experience in technical implementation of large projects and/or programs – may lead activities of lower-level staff, however, main function is individual contributor.
Documented experience providing technical assistance and capacity building and business development in the specific technical domain.
Experience with working on a donor-funded project preferred, especially USAID.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
International or Domestic (US) Program Development or Program management preferred.

Ability to sit and stand for extended periods of time.
Ability to lift 5 - 25 lbs.
