Deputy Chief of Party/Technical Director, Liberia Health Systems Solutions Activity (LHESS)

FHI 360 is seeking qualified candidates for the position of Deputy Chief of Party (DCOP) for an anticipated five year USAID-funded Local Health Systems Solutions (LHESS) Activity in Liberia.

The LHESS Activity will seek to achieve the following key objectives:

  • Strengthened Decentralization Structures at national and subnational level to drive health system performance.

  • Strengthened systems for delivery of quality health services

  • Increased financial protection through reduced out-of-pocket spending on health care.

Job Summary:

The Deputy Chief of Party will provides technical leadership on the LHESS Activity. They will, under the guidance of the Chief of Party and FHI 360 leadership, establish and continually refine technical frameworks, approaches, tools, and activities for that project. They will identify specialized partnership needs, engage qualified partners to ensure technical performance, and oversee their performance. They will support the capacity development of local partners as appropriate. They will monitor all technical aspects of a project from initiation through delivery. They will ensure completion of project technical deliverables are on schedule and within budget constraints. They will lead technical advisors and other staff, and mentor and develop them to ensure technical objectives are met. They will contribute project experience and learning to national and global thought leadership initiatives.

Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Accountabilities:

  • Serves as the technical lead in a number of project domain areas

  • Build a close working relationship with the Ministry of Health and other counterparts.

  • Leads the technical operational and tactical activities for the project.

  • Ensures high quality technical deliverables—including workplans and annual reports—are developed, submitted and approved on schedule and within budget parameters.

  • Develops and implements processes and procedures to achieve strategic technical goals of the project.

  • Provides direction to ensure technical activities are compliant with client agreements, government regulations and the organization’s policies and procedures.

  • Responds to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.

  • Leads the monitoring and evaluation activities of a project including contributing to the finalization and submission of project work plans, performance monitoring plans (PMPs) and quarterly, annual, and other reports.

  • Maintains the relationship with all subcontracted organizations on a project on technical matters.

  • Promotes project success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events.

  • Attends informative events related to the subject matter or region of a project to network and learn information that could be valuable to project activities.

  • Supports knowledge management within the project, including the collection and articulation of success stories, standard methodology and lessons learned.

  • Directs and guides staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Supports performance management and professional development of direct including ongoing feedback, coaching and career

  • Engages in writing publications and may contribute to developing proposals for new projects.

  • Identifies and consults with executive management on technical recommendations to make better business decisions.

  • Represents the project when the COP is unavailable

  • Performs other duties as assigned.

  • Willingness to travel within the country for technical assistance provision and quality assurance.

Supervision Given/Received:

  • Reports to the Chief of Party

  • Provides direct supervision of a team of Technical Advisors and Technical Officers.

  • Leads and directs staff to achieve strategic project goals.

  • Coordinates with project lead to set budgets, goals, and develops procedures and training for project.

  • Develops and recommends project management solutions.

Education: **

  • Master’s Degree or its International Equivalent in relevant Field.

  • Project Management (PM) Certification preferred.

Experience: **

  • Requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).

  • Prior work experience in a non-governmental organization (NGO) is preferred.

  • Experience in leading complex activities involving coordination with multiple partner institutions strongly preferred.

  • Experience with donor funded health system reform projects; USAID experience preferred

  • Demonstrated experience with implementing health systems strengthening (HSS) programs and/or health service delivery strengthening projects in Liberia

  • Demonstrated ability to develop and foster relationships with local government counterparts, local organizations, and donors. Experience at the sub-national level preferred.

  • Excellent communication (both oral and written), analytical, organizational , interpersonal, and cross-cultural skills.

  • Experience in Liberia preferred.

  • Proficiency in English is required.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10-25%
