We are seeking qualified candidates for Associate Director, Global Health Security based in Asia Pacific Hub in Bangkok, Thailand and is open to Thai nationals.
The Associate Director will support the U.S. Government–funded project of Global Health Security managed by FHI 360.
Global Health Security (GHS) Thailand & Regional enhances Thailand’s role as a frontline public health hub. The project supports stronger border health systems, rapid response capacities, emergency operations, and risk communication to help detect and contain outbreaks quickly. Regionally, it contributes to Thailand’s leadership in ASEAN health security coordination.
JOB SUMMARY:
This position is to provide lead and directs technical focus areas across the Activity to enhance global health security in priority countries. S/he will align EpiC GHS technical frameworks, approaches, tools, and activities with relevant normative guidelines and technical standards. This may include identifying specialized partnership needs and engaging qualified partners to ensure technical performance. EpiC Associate Director works closely with Country Representative, technical leads, the Monitoring, Evaluation & Learning (MEL) Team and Program Management Team to cascade the Activity’s technical approach and ensure adherence with the United States Government’s (USG) global health security priorities across country-level work plans. S/he is accountable for the successful delivery of all technical aspects and reporting across GHS from initiation through delivery and closeout, ensuring completion of technical deliverables on schedule and within budget and that meet or exceed quality standards.
DUTIES AND KEY RESPONSIBILITIES:
Program Leadership and Strategic Management
Provide leadership and management oversight for large and/or complex programs and projects, ensuring strategic coherence, well-managed growth, donor compliance, and adherence to contractual, regulatory, and organizational standards.
Coordinate closely with the Operations Management Team to establish and maintain effective systems for budget management, risk management, knowledge management, compliance, and performance monitoring.
Create a supervisory environment focused on productivity, accountability, learning, transparency, and results-based management for both teams and individuals.
Perform other duties as assigned.
Capacity Building and Team Development
Proactively strengthen the capacities of project and program staff through coaching, mentoring, training, and performance management.
Ensure programming staff are well trained to manage project budgets, financial documentation, and administrative processes in compliance with donor and organizational requirements.
Support performance management and professional development of direct reports, providing ongoing feedback, coaching, and career development support.
Compliance, Financial Oversight and Risk Management
Ensure sound budget management, expense control, and timely contractual documentation in coordination with relevant stakeholder units and finance teams.
Ensure regular grant review meetings are conducted and that project documentation is reviewed systematically.
Conduct routine monitoring visits to ensure compliance with donor regulations and high-quality program implementation.
Mitigate financial and administrative risks by ensuring staff fully understand budget cycles and compliance requirements.
Program Growth and Resource Mobilization
Lead sustainable program growth initiatives by identifying new programming opportunities, emphasizing multi-year funding mechanisms.
Identify and track funding opportunities in collaboration with technical teams.
Support proposal development, advocacy initiatives, and strategic donor engagement.
Stakeholder Engagement and Representation
Develop and maintain strong professional relationships with donors, government counterparts, and implementing partners.
Represent the organization in high-level meetings, advocacy platforms, and technical forums.
Serve as the focal point for project/program communication among country and regional teams.
Forge and maintain strong partnerships through regular communication, coordination, and joint decision-making when appropriate.
Knowledge Management and Learning
Support the collection, documentation, and dissemination of lessons learned and best practices.
Ensure learning is integrated into new program designs and program improvements.
Global Health Security (GHS) Technical Leadership
Serve as the GHS technical lead and primary point of contact for all GHS-related technical matters.
Provide technical direction for the development of country-specific workplans and budgets, ensuring alignment with GHS objectives, USG priorities, and global technical standards.
Ensure high-quality technical deliverables including workplans, reports, and success stories are completed, submitted, and approved on time and within budget.
Ensure technical activities comply with contract requirements, government regulations, quality standards, and organizational policies and procedures.
Respond to client technical inquiries and ensure timely submission of required approvals, consents, and waivers.
Ensure technical activities support MEL requirements; collaborate with MEL teams to develop indicators and report progress in quarterly, annual, and ad hoc reports.
Assess subcontractor technical performance and direct necessary adjustments.
Collaborate with MEL and Communications teams to collect, document, and disseminate success stories, case studies, photos, and event-based outreach materials.
Represent the organization at global health security–focused events and forums, sharing relevant intelligence and best practices with project teams.

Coordinates across GHS Senior Management Team to set budgets, goals, and develops procedures and training for project.
Education:
Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.
Project Management (PM) Certification preferred.
Experience:
Typically requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).
Prior work experience in a non-governmental organization (NGO) is preferred.
Prior experience implementing USG-funded contracts strongly preferred.
Typical office environment.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
In accordance with the workplan, the Associate Director is expected to undertake travel within Thailand as well as to regional countries.
