Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), and enhance nutrition outcomes, address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and Nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).

Job Summary

Under the supervision of the Senior Technical Advisor, MNCH/Nutrition, the Nutrition Technical Advisor will provide technical assistance for planning, implementing, and monitoring nutrition activities at national, departmental, and facility/community levels.

The Advisor will work closely with MSPP, implementing partners, and FHI 360’s technical teams to strengthen the quality of nutrition service delivery, promote integration of nutrition into MNCH and HIV services, and build the capacity of local health providers and partners.

This position supports the delivery of evidence-based nutrition interventions, including maternal and infant nutrition counseling, growth monitoring and promotion, screening and management of acute malnutrition, micronutrient supplementation, and community engagement to promote healthy feeding practices.

This position will be based in Port-au-Prince, Haiti, with preference for Haitian national candidates.

Accountabilities

Technical and Programmatic Leadership

  • Provide technical input and support for the implementation of facility- and community-based nutrition interventions, ensuring adherence to MSPP standards and national protocols.

  • Support integration of nutrition assessment, counseling, and support (NACS) within MNCH and HIV service delivery points.

  • Provide guidance on maternal, infant, and young child nutrition interventions, including exclusive breastfeeding, complementary feeding, and prevention of malnutrition.

  • Assist in adapting and disseminating national nutrition guidelines, job aids, and supervision tools for facility and community health workers.

  • Strengthen coordination between MSPP nutrition units, departmental directorates, and partner NGOs to improve service coverage and quality.

  • Participate in the development of scopes of work, annual workplans, and technical guidance documents related to nutrition programming.

  • Contribute to the design and implementation of behavior change communication (BCC) activities promoting optimal nutrition practices.

  • Support establishment and functionality of referral mechanisms between community and facility-based nutrition services.

Capacity Strengthening and Supervision

  • Participate in the planning and facilitation of training sessions, mentorship, and supportive supervision for facility and community-based providers.

  • Provide ongoing technical coaching to sub-partners and local counterparts to enhance service delivery and adherence to standards.

  • Support implementation of quality improvement (QI) activities related to nutrition within health facilities and community programs.

  • Contribute to monitoring partner performance and provide feedback for continuous improvement.

Data, Monitoring, and Reporting

  • Collaborate with the EpiC SI/MEL team and MSPP to ensure accurate collection, analysis, and use of nutrition indicators.

  • Review partner reports and site data to monitor progress, identify performance gaps, and recommend corrective actions.

  • Document best practices, success stories, and lessons learned to inform national and project-level learning.

  • Support development of quarterly and annual project reports and other donor deliverables.

Partnership, Coordination, and Representation

  • Maintain collaborative relationships with the donor and other development partners engaged in nutrition activities.

  • Represent EpiC Haiti in technical working groups, partner coordination meetings, and nutrition-related national fora when delegated.

Applied Knowledge & Skills

  • Solid understanding of nutrition programming in health systems, including integration with MNCH and HIV platforms.

  • Ability to translate technical guidance into practical implementation strategies.

  • Strong interpersonal, coordination, and problem-solving skills.

  • Excellent writing, presentation, and communication abilities.

  • Familiarity with/PEPFAR reporting requirements and indicators.

  • Ability to work independently, manage multiple tasks with minimal supervision, and meet tight deadlines with attention to detail and quality.

  • Familiarity with the ethical and cultural dimensions of working on MNCH & Nutrition programs in Haiti.

  • Ability to exchange information, present recommendations, and collaborate with colleagues and peers within the organization and possibly externally.

  • Excellent communication and interpersonal skills; able to write clearly and present findings and recommendations effectively.

  • Fluency in French and Haitian Creole is required. Advanced proficiency in English is strongly preferred.

Education and Experience

  • Master’s Degree or its international equivalent in Nutrition, Public Health, Health Sciences, or a related field.

  • A minimum of 8 years of relevant professional experience in nutrition service delivery or technical assistance within public health programs.

  • Experience implementing community-based nutrition interventions in Haiti or similar settings.

  • Knowledge of MSPP nutrition strategies, protocols, and monitoring systems.

  • Experience working with PEPFAR-funded programs strongly preferred.

  • Demonstrated ability to provide hands-on capacity strengthening and quality assurance support to implementing partners.

Other Requirements

  • Willingness and ability to travel within all the ten departments of Haiti as needed.

  • Ability to work extended hours at a computer.

  • Ability to sit and stand for prolonged periods and lift up to 5 lbs if necessary.
